Director – Human Resources

CUPS is seeking an innovative leader with a strong HR background that is passionate about the work we do in the community.

Reporting to the Senior Director of Organizational Sustainment provide leadership and direction to the Human Resource Team to develop and deliver best practice HR programs, policies & procedures which enhance capacity for integrated care in a trauma informed environment.  Working closely with Operations Management, understand program priorities to create and implement HR programs that support meeting operational objectives and increase employee engagement and performance.    As part of the Senior Management Team, this position plays a key role in developing short- and long-term HR and Health & Safety strategies which incorporate CUPS values, increase organizational capacity, and strengthen culture


  • Direct the development and execution of HR strategies, including department structure design, that will create a positive employee experience that increases organizational performance, facilitates change, contributing to enhancing organizational culture and capacity.
  • Oversee the development and execution of best practice HR processes that increase consistency, transparency, communication and effectiveness for HR procedures.
  • Partner with Operations to provide guidance and support on recruitment, selection and retention processes.
  • Consult with Operations to determine practicum student strategies and liaise with academic bodies to fulfill annual student resource plan requirements.
  • Oversee the development of best practice on-boarding requirements including a new employee orientation.
  • Oversee the review and analysis of compensation market data and provide annual recommendations to Leadership.
  • Oversee development and execution of the annual employee survey and exit interview process, compiling feedback and recommendations to Management.
  • Direct the development and execution of period reporting on HR metrics and provide recommendation for areas of improvement.
  • Ensure CUPS is up to date and compliant with human resource labor law and health & safety requirements and legislation.
  • Prepare annual HR department budgets and plans for annual organizational development budgets
  • Establish strong working relationship with insurance benefit providers and engage in renewal negations.

Qualifications and Requirements

  • University degree in Human Resources / Business combined with a CPHR Designation.
  • Minimum 5-7 years of progressive management experience leading Human Resources including strategy and policy development, employee relations, performance management, compensation and benefits.
  • Experience and knowledge of the non-profit sector with preference for experience in the health and social sector.
  • Thorough understanding of Human Resource best practices.
  • Strong understanding of labor law and Health & Safety legislation,
  • Proven negotiation skills, consensus building, and conflict resolution skills.
  • Proven track record of achieving goals and making sound decisions which incorporate critical thinking skills.
  • Ability to build organizational and staff capacity with demonstrated leadership for managing and motivating people including upholding accountability in support of organizational strategies and objectives.
  • Ability to inspire, coach and motivate staff, be decisive yet inclusive, and encourage growth, innovation and collaboration.
  • Comfortable with ambiguity and developing solutions for complex challenges.
  • Ability to build strong relationships and communicate effectively with all levels of staff, the Board of Directors, donors, volunteers, partners, and stakeholders.
  • Exceptional written and verbal communication skills, including excellent formal presentation skills and style.
  • Ability to handle multiple assignments and changing priorities effectively and efficiently
  • Proficient understanding of Microsoft Office as well as Human Resources databases
