While obtaining Kenya’s pledge to maintain economic and trade relations with Uganda, Okello failed to get Moi to persuade Museveni to return to Kampala for bilateral talks on sharing power.

Instead, he appealed “to all peace-loving Ugandans to desist from any acts which may lead to the loss of life. ”38 The mediator’s public pleas for peace became a dominant theme throughout the negotiations. But as these pleas fell on deaf ears, the parties’ sincerity of purpose, which had characterized the prenegotiations phase, began to fade, and created the perception that the negotiations were in disarray. ” He also said there was an urgent need for a peaceful solution to avert further bloodshed and restore peace and security.
