The growing policy emphasis on the desirability of educating pupils with SEN and disabilities in mainstream schools was further consolidated by the 1978 Warnock Report and the 1981 Education Act. Based on the recommendations of the Warnock Report, the medically defined categories through which the individual child was perceived as the ‘problem’ some thirty years previously, were replaced with the concept of SEN in the 1981 Education Act to prevent the sharp distinction between two groups of pupils: the handicapped and the non-handicapped (Halliday 1993; Thomas 2008).

Recognizing the need for a professionally run organization and acknowledging the increasing growth and complexity of its operations, the IPC selected Bonn, Germany as the site for its headquarters. The German Federal Government and the City of Bonn were instrumental in identifying an appropriate location and providing funding for the IPC headquarters. The early 1900s once-private residence turned office building was renovated and made wheelchair accessible and the official opening of the headquarters was held on 3 September 1999.

Indeed, there is some – albeit limited – evidence which indicates that the emphasis on inclusion in NCPE 2000 has enjoyed a measure of success in helping to develop positive experiences of, and participation in, PE and sport among some young people with disabilities. This is particularly the case where pupils have been able to choose which activities they are able to participate in at school, and especially when they are able to do so in activities such as swimming, dance and other more recreational activities as part of NCPE (Atkinson and Black 2006; Fitzgerald and Kay 2004; Smith 2004).
