The growing policy emphasis on the desirability of educating pupils with SEN and disabilities in mainstream schools was further consolidated by the 1978 Warnock Report and the 1981 Education Act. Based on the recommendations of the Warnock Report, the medically defined categories through which the individual child was perceived as the ‘problem’ some thirty years previously, were replaced with the concept of SEN in the 1981 Education Act to prevent the sharp distinction between two groups of pupils: the handicapped and the non-handicapped (Halliday 1993; Thomas 2008).
Recognizing the need for a professionally run organization and acknowledging the increasing growth and complexity of its operations, the IPC selected Bonn, Germany as the site for its headquarters.
